Can foreigners file lawsuits in Turkey; do all foreigners have to deposit a guarantee?

It is a rule that all real and legal bodies that are not legally residing in Turkey deposit a guarantee at an amount which will cover the judgment fees & expenditures and the damage of the opposite party in case such foreigner turns out to be unjust in its case. However, the citizens and legal bodies of many countries have been exempted from this liability by means of mutual contracts and multi-party contracts.
